Internet Explorer 8 fieldset and legend bugs

A few days ago, while I was working on Simple CSS Forms, I ran into my first IE8 bug. Apparently styling of
fieldsetandlegendis even more cumbersome in the latest version of our favorite browser, compared to the earlier versions.
